Who you're hiring
Keith Dimech
The person
I'm an environment and sustainability manager and advisory principal, with a career across Australia's largest water, tunnelling and infrastructure programs. I pair deep regulatory and carbon expertise with an MBA and AI-powered digital solutions. With Clair we look to diagnose your whole system, set the strategy, and build the tools that carry it into day-to-day work.

Advisory capabilities
What you can put in front of me.
- Delivery models & commercial structure
- A decade on the contractor's team, across design-build, progressive design-build, alliance and IPD, iTOC and P3 contracts. I have owned multi-million-dollar budgets, delivered tender pricing with a track record of wins, run construction programming, and written and managed dozens of consultant and supplier subcontracts, variations and disputes.
- Environmental planning & approvals
- A track record of clearing the full approvals pathway on multiple tier-one capital programs across federal, state, local and Traditional Owner jurisdictions. By owning the approvals strategy and the regulator relationships in-house, I kept those projects clear of serious approval delays.
- Sustainability strategy & disclosure
- Project-level and enterprise-level carbon strategy, board-level transition plans, and systems that make reporting against mandatory requirements such as TCFD or AASB/ISSB cost-effective. I treat carbon as a financial variable, embedded into your current workflows, so compliance reporting carries the lowest possible overhead.
- The water sector
- Water is the sector I built my career in. I have worked on capital projects ranging from dams and pumped hydro to waste and recycled water treatment and sewage transfer. I am deeply embedded in the Australian Water Association, where I founded the Beyond Zero Specialist Network, a voluntary group of senior leaders drawn from every part of the sector: government, regulators and private industry.
- Digital systems & applied AI
- I have built the information systems programs need to track, in real time: materials, environment, carbon, contamination, obligations, cost. All these tools are based on the same premise: getting the most out of existing data, not creating new work. "Built to inform, not to automate": we use AI as a thinking tool, not a substitute for judgment.

John Holland Water · Melbourne Water capital portfolio
Embedded delivery lead across three concurrent Melbourne Water capital programs (Hobsons Bay Main, RRRC and Western Trunk Sewer) with eight direct reports inside a 55-person integrated design and construction team. Designed and built Project Pathway to Net Zero, a carbon materials tracking database now in production across ten concurrent client projects, and delivered Hobsons Bay Main as the first carbon-neutral major construction project of its kind in Australia.

Future Generation Joint Venture · Snowy 2.0
EPC delivery of Snowy Hydro's pumped-hydro program, inside a category-A protected area. Biodiversity management plan across Kosciuszko National Park, environmental approvals, erosion and sediment control planning, clearing permits and pollution risk controls.
2017–2020
Environmental Coordinator
Cross Yarra Partnership · Melbourne Metro Tunnel
Cut my teeth on Australia's largest urban tunnelling P3 contract. I delivered the project-wide approvals strategy across noise and vibration under the CBD streets, contaminated land, City of Melbourne planning permits, groundwater extraction and Aboriginal Cultural Heritage. Managed the workfronts for twelve Heritage Inventory excavations, the largest archaeological investigation in the state's history.
